Phoenix believes the blind man is dead, but clearly considers him his real father. When the police find the many corpses at Raylan’s headquarters, they may discover that Norman has managed to survive.
It might lead her to try to find him, but in the end she said she had to stay away. That probably wouldn’t stop Phoenix from trying to find him to at least confirm he’s still alive. But Phoenix’s search for the blind could be part of Don’t Breathe 3’s story. If you find out that Norman has kidnapped another girl, that could be the reason you go back to Detroit and fight the blind man again.
